I think BO was written for at least 3 threads. If you have a dual core AMD I am pretty sure they can only do two threads, 1 each processing core. Meanwhile the Intel dual core from what I understand have hyperthreading which doubles the number of threads. So an Intel would have 4 threads allowing for processing to be streamlined, meanwhile an AMD would only have two which can make the game congested.

I think this is the problem because I have noticed most people who have problems have AMD dual cores. Remember just because you have a higher clock does not mean more performance. If a program was written for 4 threads then a two thread processor would lag significantly over a four+ thread processor.

Another thing to keep in mind is that COD gets big gains from processors. This is due to the bullet penetration engine it utilizes. So tons of bodies and objects falling and explodingand bullets going through walls can take its toll on a processor. Keep in mind those things are processor intensive effects not graphics intensive.
